Linter API

• lintDtcg(input, config?, options?) validates, then lints. options.rules registers custom rules; options.resolved reuses a resolved config across many files.
• defineConfig(config) and defineRule(rule) are typed identity helpers.
• resolveConfig(config, { rules? }) turns a config into the list of rules to run. Throws on unknown rules, bad severities, or malformed options.
• rules is the object of built-in rule definitions, by camelCase name, for reuse in custom presets.
• recommended and PRESETS.
• formatPretty(result, { file?, color? }), formatJson(result, { file? }), formatGithub(result, { file? }).

Types: LintConfig, LintOptions, LintResult, LintIssue, LintRule, RuleMeta, RuleVisitor, LintContext, RuleReport, RuleSetting, RuleSeverity, SkippedCheck, ReferenceGraph, ResolvedConfig, ResolvedRule, PresetName, and the option types of each built-in rule.
